1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

项目概况：涠洲油田群位于南海北部湾海域，由多个油田连片生产。涠洲油田群生产天然气基本为伴生气，随着涠洲油田群开发，涠洲油田伴生气总产量逐年升高，但海上平台伴生气回收能力不足，大量的伴生气只能进入火炬系统燃烧放空，造成浪费。本项目拟在WZ12-1PUQ平台更换伴生气压缩机，在WZ12-1PUQB平台更换注气压缩机，利用涠西南油田群伴生气，依托涠洲12-1WHPC平台进行涠洲12-1油田南块的开发，新增8口调整井（3注5采），进行注气开发/气举生产。

数量：1套

主要技术参数：

1）压缩机应为单轴垂直剖分离心式压缩机。

2）离心式伴生气压缩机组的处理能力、进出口压力满足买方要求；供应商需要提供机组详细的信息，比如性能曲线、设计工作点等，来说明和保证压缩机能处理表1.1中不同压力、流量工况的天然气，压缩机的处理量可通过变频和回流来满足。

3）受限于PUQ平台南面吊机最大吊装能力限制，投标人应对压缩机橇进行分块设计，每吊干重不得大于14吨，投标时应提供分吊方案和分吊重量。

4）受平台空间限制，根据每个分块和柜体就位后的尺寸不得大于下列表格里给出的参数：

交货计划：

国内交货要求：合同签订后9个月内完税后交付至海南省澄迈县马村码头

国外交货要求：合同签订后9个月内DAP海南省澄迈县马村码头

2.资格和业绩要求：

(1)资格要求

a)是否接受代理商投标：不接受。

b）是否接受联合体投标：不接受。

c)如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证复印件，并加盖公章（以上所有证明文件在年审有效期内）；如果投标人为境外注册公司，需提供有效的公司登记注册证明。

d)投标人承诺压缩机橇系统取得第三方船级社（ABS、DNV、BV、CCS之一）的产品检验证书。

(2)业绩要求：

a）投标人应是具有独立法人资格的离心压缩机头制造商，机组成撬原则上应由投标人完成。如果投标人委托第三方成撬，成橇方应自2015年1月1日（合同签订日期）至截标日日成撬方应至少有1台套海上平台或FPSO天然气离心压缩机（压缩机功率≥3MW）成撬业绩，投标时应提供成撬方业绩的证明文件。证明文件可以是合同复印件（必须包括）或调试验收报告或用户证明文件。证明文件应包括以下信息：用户名称、设备名称、合同签署日期、调试完成日期、数量、设备功率、介质、项目名称、使用环境。

b）离心压缩机头应是投标人的标准产品。离心压缩机自2015年1月1日（合同签订日期）至截标日至少有1套产品在海上平台或FPSO成功运行了一年及以上的业绩，投标时并提供相关业绩证明，证明文件可以是合同复印件（必须包括）或调试验收报告或用户证明文件。证明文件应包括以下信息：用户名称、设备名称、合同签署日期、调试完成日期、数量、介质、项目名称、使用环境。

c）投标人所投变频器应是变频器制造商的标准产品，至少有2台，6.3KV及以上电压等级，功率不小于2000KW变频器在海洋平台或FPSO应用于天然气压缩机成功运行2年以上应用业绩，投标时应提供相应的证明材料，证明文件可以是合同复印件（必须包括）或调试验收报告或用户证明文件。证明文件应包括以下信息：用户名称、设备名称、合同签署日期、调试完成日期、数量、设备功率、项目名称、电压等级、使用环境、使用设备。

从2022年5月25日至2022年6月1日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（NameofA/C：CNCCCInternationalTenderingCo.,Ltd.Nameofbank：INDUSTRIALANDCOMMERCIALBANKOFCHINA,BeijingNationalCulturalandFinancialCooperationDemonstrationZoneJinjieSub-branch,AccountNO.：0200000709117000351,WIFTCODE:ICBKCNBJBJMAddressofbank:No.237WangfujingStreet,DongchengDistrict,Beijing,ChinaPR:100006），售后不退。未购买招标文件不允许参加投标。

5.开标时间：定于2022年6月15日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。开标地点：北京市东城区东直门外小街6号海油大厦四层第七会议室。

6.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

7.投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

WeizhouOilfieldsislocatedintheBeibuGulfoftheSouthChinaSea.Itisproducedbymultipleoilfields.ThenaturalgasproducedbyWeizhouOilfieldGroupisbasicallyassociatedgas.WiththedevelopmentofWeizhouOilfieldGroup,thetotaloutputofassociatedgasinWeizhouoilfieldincreasesyearbyyear,buttheassociatedgasrecoverycapacityofoffshoreplatformisinsufficient,andalargeamountofassociatedgascanonlybeburnedandventedintheflaresystem,resultinginwaste.Theprojectplanstoreplacetheassociatedgascompressoronwz12-1PUQplatformandthegasinjectioncompressoronwz12-1puqbplatform,usetheassociatedgasofWeixinanOilfieldGroupandrelyonWeizhou12-1whpcplatformtodevelopthesouthblockofWeizhou12-1oilfield,andadd8adjustmentwells(3injectionand5production)forgasinjectiondevelopment/gasliftproduction.

1）Thecompressorshallbeasingleshaftverticalsplitcorecompressor.

2）Theprocessingcapacityandinletandoutletpressureofthecentrifugalassociatedgascompressorunitmeettherequirementsofthebuyer;Thesupplierneedstoprovidedetailedinformationoftheunit,suchasperformancecurve,designworkingpoint,etc.,toexplainandensurethatthecompressorcanhandlenaturalgasunderdifferentpressureandflowconditionsinTable1.1,andtheprocessingcapacityofthecompressorcanbemetbyfrequencyconversionandreflux.

3）LimitedbythemaximumliftingcapacityofthecraneinthesouthofPUQplatform,theSellershalldesignthecompressorskidinblocks,andthedryweightofeachliftingshallnotbegreaterthan14tons.Theseparateliftingschemeandweightshallbeprovidedduringbidding.

(2)RequirementforBidder′sreference:

a）Thetenderershallbethemanufacturerofcentrifugalcompressorheadwithindependentlegalpersonality,andtheunitskidshallbecompletedbythetendererinprinciple.Ifthebidderentrustsathirdpartytoskid,theskidshallhaveatleastonesetofoffshoreplatformorFPSOnaturalgascentrifugalcompressor(compressorpower≥3MW)skidperformancefromJanuary1,2015(contractsigningdate)tothebidclosingdate,andthesupportingdocumentsofskidperformanceshallbeprovidedduringbidding.Thesupportingdocumentscanbecopiesofthecontract(whichmustbeincluded)orcommissioningacceptancereportsorusersupportingdocuments.Thesupportingdocumentsshallincludethefollowinginformation:username,equipmentname,contractsigningdate,commissioningcompletiondate,quantity,equipmentpower,medium,projectnameandserviceenvironment.

b）Thecentrifugalcompressorheadshallbethestandardproductofthebidder.AtleastonesetofcentrifugalcompressorhasbeensuccessfullyoperatedontheoffshoreplatformorFPSOformorethanoneyearfromJanuary1,2015(contractsigningdate)tothebidclosingdate.Relevantperformancecertificatesshallbeprovidedwhenbidding.Thesupportingdocumentscanbecopiesofthecontract(mustbeincluded)orcommissioningacceptancereportorusersupportingdocuments.Thesupportingdocumentsshallincludethefollowinginformation:username,equipmentname,contractsigningdate,commissioningcompletiondate,quantity,medium,projectnameandserviceenvironment.
